Why now
Why Americans are quietly setting one of these up
More people want a Plan B
Securing a legal foothold abroad has gone mainstream — not fringe, not panic. It's basic risk management.
Among the cheapest and fastest
Temporary residency is often approved in roughly 1–3 months — no big deposit to lock up, and no need to relocate your life.
Territorial tax system
Paraguay taxes foreign-source income at 0% locally. (For U.S. citizens, U.S. worldwide taxation still applies — see the FAQ.)
A path toward citizenship
Two years on temporary residency, then permanent — with naturalization commonly possible around the three-year mark. A direction, not a guarantee.
We make no guarantees on approval or timelines — those are decided by the Paraguayan authorities, not us. What we offer is honest guidance through a process that's often dressed up and oversold elsewhere.

The path, honestly
What the process actually looks like
- Step 1
We file for temporary residency
We prepare and submit your application. Approval typically runs about 1–3 months.
- Step 2
You hold it for two years
Minimal presence required — this is the residency you keep without relocating. Keep your record clean.
- Step 3
Convert to permanent — and beyond
After two years you convert to permanent residency. Naturalization is commonly possible around the three-year mark.
Timelines are typical, not promised — government processing varies and nothing here is guaranteed.

The questions worth asking
Do Americans pay 0% tax in Paraguay?
No — and anyone who tells you that is misleading you. The United States taxes its citizens and green card holders on worldwide income, no matter where they live or hold residency. A Paraguayan residency does not remove your U.S. filing or tax obligations.
What's true: Paraguay itself uses a territorial tax system, so it generally doesn't tax income you earn outside the country. And if you actually live abroad, U.S. tools like the Foreign Earned Income Exclusion (FEIE) can reduce U.S. tax on a limited amount of earned income — not investment income, and only if you qualify.
For a U.S. person, residency is best understood as a legitimate base abroad and a possible on-ramp if you ever consider expatriation — not a switch that zeroes out your tax bill. We'll always point you to a qualified tax advisor for your specific situation.
How do I know you're legitimate?
Fair question — the second-passport world is full of operators who aren't. We're Residencia Paraguay, a licensed immigration firm based in Asunción, with 10+ years of practice and 500+ clients behind us. We file these every week.
PY Plan B is simply our program for Americans. The same team that answers your first question prepares your paperwork and walks it through the government process — no hand-offs to a stranger, no middleman.
You'll always know exactly where things stand and what isn't guaranteed. We don't promise approval or fixed timelines — those rest with the Paraguayan authorities. Being straight with you is the whole point.
What does the residency actually require of me?
Paraguay is known for one of the lighter ongoing-presence requirements, which is why it works as a residency you hold without relocating. The main things we'll need from you are a valid passport and a couple of apostilled documents (a background check and your birth certificate) — no large bank deposit or proof of funds required. We confirm the exact, current requirements with you before anything is filed.
The roughly three-year path to citizenship is a direction, not a promise — eligibility and timing depend on the authorities and your own record.
